Two ways to save money shopping in Korea — but they work very differently. Here's exactly how to choose the right option for what you're buying.
When shopping in Korea as a tourist, you have two main ways to reduce what you pay: the VAT tax refund system (buying at regular stores and claiming your tax back) and duty-free shopping (buying at airport or downtown duty-free stores where tax is already removed). Many travelers assume duty-free is always cheaper — but that's not always true, and in many cases the VAT refund gives you equal or better savings with far more product variety.
This guide breaks down both systems clearly, compares them side by side, and tells you exactly when to use each one to maximize your savings in Korea.
Buy anywhere, claim tax back
Tax already removed at point of sale
| Category | VAT Tax Refund | Duty Free |
|---|---|---|
| Where to shop | Any registered tax-free store in Korea | Designated duty-free stores only |
| Product variety | ✓ Extremely wide — regular retail + all brands | Limited to duty-free operators' stock |
| Price before savings | Regular retail price | Regular retail price (same) |
| Savings on cosmetics | 6–9% refund | ✓ 8–15% (sometimes more with promotions) |
| Savings on luxury goods | 6–9% refund | ✓ 10–20% (higher for premium brands) |
| Savings on liquor/tobacco | ✗ Not eligible | ✓ Significant savings (20–40%) |
| K-beauty indie brands | ✓ Full range at Olive Young etc. | ✗ Usually not available |
| When you receive savings | After airport scan (city refund available same day) | Immediately at purchase |
| Minimum purchase | ₩15,000 per store | Varies by operator |
| Convenience | Slight extra step (refund form + kiosk scan) | ✓ No extra steps after purchase |
| Can use items in Korea? | ✗ Must take out unused | ✗ Collected at departure (some items) |
| Available to all tourists? | ✓ Any foreign passport holder | ✓ Any foreign passport + boarding pass |
For most tourists, the VAT tax refund system wins on variety and convenience. The product range available through the tax refund system is vastly wider — you can shop at Olive Young, Musinsa, department stores, fashion boutiques, and electronics retailers. The refund percentage (6–9%) is slightly lower than duty-free for some brands, but the difference is often only a few thousand won.
Duty-free wins for: alcohol, tobacco, and international luxury brands where the duty-free discount is meaningfully higher (10–20%). If you're buying a single high-value luxury item, duty-free pricing can save you significantly more.
The smartest approach: do both. Use the VAT refund system for K-beauty, fashion, and anything not available at duty-free. Then pick up alcohol and luxury items at the airport duty-free on your way out. There's no reason to choose one exclusively.
